What it is
The Emergency Plan describes how to behave in case of critical event: fire, explosion, earthquake, flood, gas leak, attack, hazardous spill, blackout, dangerous person.
Must contain: operating procedures per scenario, emergency call scheme, team composition (fire, first aid, evacuation), floor plans with escape routes and fire equipment, outside meeting points, periodic drill methodology.
Evacuation drill mandatory at least annually (6-monthly for high-risk activities).

Penalties: missing/inadequate plan = €1,200-5,200 fine + suspension; no evacuation drill = €2,500; untrained fire team = €2,000 per member.
Who needs it and when
For all companies with at least 10 workers (smaller ones can have simplified plans but still recommended).
Reinforced obligation for:
• Public-facing activities (restaurants, hotels, gyms, malls).
• Healthcare and RSA (non-self-sufficient guests).
• Schools (at least 2 drills/year).
• Major-risk activities (Seveso) or CPI-subject (Fire Prevention Certificate).
• Construction sites.
Update when: site changes, headcount doubles, new process introduced, fire classification changes.
