POS, PSC, safety coordination in design and execution

Construction and civil engineering sites are Italy's workplace with the most serious and fatal injuries. That's why Title IV of D.Lgs. 81/08 has specific rules, distinct from "fixed" workplaces:

• POS (Operational Safety Plan): document of each contractor, describing their operations and specific risks.
• PSC (Safety and Coordination Plan): drafted by client or CSP, coordinates all companies working on the same site.
• CSP (Design Safety Coordinator): defines PSC during design phase.
• CSE (Execution Safety Coordinator): supervises during works, can suspend operations if dangerous.
• DUVRI (Interference Risk Assessment Document) for non-construction contracts.

Exemplary penalties:
• Missing POS: €2,000-4,000 fine + contractor work suspension.
• Missing PSC when required: €3,000-12,000 fine for client.
• Site without CSE: works suspension + criminal complaint for client.
• Serious/fatal injury without POS/PSC: certain criminal liability + million-euro damages.
