What it is
Health notification (or sanitary SCIA) is the mandatory filing every Food Business Operator (FBO) must submit to the municipal SUAP before opening. Without it, you cannot sell or serve food.
Two main profiles:
• Registration (art. 6 EC Reg. 852/2004): low-risk activities (catering, bakeries, restaurants).
• Approval (art. 4 EC Reg. 853/2004): plants producing animal-origin meat, dairy, fish for market (requires CE mark).

Who needs it and when
For anyone opening or transforming a food business: restaurants, bars, pastry shops, bakeries, gelaterias, agritourism, B&Bs with breakfast, food trucks, dark kitchens, food e-commerce, artisan labs, canteens, catering, retail, vending, educational farms, wineries, microbreweries.
When: before opening (at least 1 day prior). Also for: ownership change, succession, location change, process modification, new product type, premise expansion.
